The Pennsylvania Liquor Control Board is trying to block Thom Greco's attempt to regain a liquor license for The Mines nightclub, saying the Wilkes-Barre businessman is not a "reputable person" due to his felony conviction during the Luzerne County public corruption scandal.

Greco opened The Mines, located across the street from King's College, in October 2008. Within months, city and college officials expressed concerns about the business that drew hundreds of patrons each Thursday, Friday or Saturday. Greco later filed a federal lawsuit that alleged Wilkes-Barre City, King's College and Luzerne County conspired to drive the nightclub out of business because it catered to minorities. The case is still pending trial.

In addition to the claim that Greco "failed to establish that he is a reputable person," the LCB said it objects to renewing The Mines liquor license because: Greco failed to disclose his interest in another liquor license, he didn't report a change in stockholders of The Mines, the club was cited for serving a visibly intoxicated person and the application for renewal was sent late.

A recent filing by an LCB attorney said Greco is "no longer reputable" due to his 2010 guilty plea for failing to report a federal felony committed by an elected official. Prosecutors said Greco failed to tell investigators that former county Commissioner Greg Skrepenak refused to pay him for more than $14,000 worth of televisions he obtained for Big Ugly's, a now-defunct Wilkes-Barre sports bar owned by Skrepenak's father. Investigators believed the televisions were a reward for Skrepenak's influence over a decision by a county agency to buy a Greco-owned property for $5.8 million. Greco was sentenced to two years probation. Skrepenak served a two-year prison sentence in an unrelated case for pleading guilty for pocketing a kickback from a housing developer.

In May, the LCB decided not to renew the liquor license for the bar/nightclub at 101-105 N. Main St. and Greco soon appealed. Now, the board is asking a Luzerne County judge to dismiss the appeal and affirm the ruling to block Greco's liquor license.
